Brownsville Man Says He’s Innocent In Death Of Special Needs Teen

A former employee of a Brownsville special needs services center has pleaded not guilty in the death of one of its residents.

Marcial Troncoso had been arrested in April of 2017 on a manslaughter charge, and was indicted last November on a lesser charge of negligent homicide.  Troncoso, who was an employee of Serenity HCS in Brownsville, is accused of causing the death of 15-year-old Fernando Moreno by using his body weight to restrain him.

Troncoso has told Brownsville police Moreno, who is intellectually disabled, was hitting himself and he was trying to calm him down.
