Governor Greg Abbott is leaving the decision up to local officials to issue shelter in place orders. He made the comment Sunday when he issued two new statewide orders.

The first was to order all non life-saving surgeries to be postponed and the other is to allow hospitals to have more than one bed in a room to accommodate more patients. Abbott also pointed out that more than 200 Texas counties are reporting zero cases of coronavirus.
