There is a lot of change in Texas politics with nine members of Congress leaving at the end of this term. Some have been in Washington for years and, with their departure, the state loses some clout.
Rice Professor Mark Jones says that senior congressmen are being replaced with freshmen, who rarely get important leadership positions. He says there is also a massive loss of the institutional knowledge.
