The Houston City Council is considering a new ordinance to keep pedestrians off narrow medians. The proposed ordinance would outlaw sitting, standing, or walking on median strips six feet wide or less, or in the middle of roads with no median.

Violators would face fines of up to 500 dollars. Exceptions would be made for pedestrians crossing the street, emergencies, and city workers with permits. Opponents say the ordinance would unfairly affect Houston’s homeless and panhandlers, but supporters say it’s a public safety measure.
