Ex-Sheriff’s Deputy Facing Theft, Oppression Counts

A former Cameron County sheriff’s deputy is to be arraigned Monday on charges of theft and oppression after being accused of coercing sex from a female masseuse.

The charges stem from an encounter more than a year-and-a-half ago in McAllen that led to the arrest of 27-year-old Victor Francisco Moctezuma.

The masseuse told police that Moctezuma had arrived for a massage, coerced her into sexual activity, then identified himself as a law enforcement officer and threatened to arrest her, then stole 220 dollars. Moctezuma was off-duty at the time.
