By New rules start this week for the state’s Food Stamp program. Starting on Wednesday, SNAP recipients are banned from buying candy and sugary sweet sodas with their Lone Star Cards. About three-and-a-half million Texans, including one-point-seven million children, receive Food Stamp benefits each month.
