The Texas Hill Country is slowly recovering from July’s deadly floods. Enough debris has been removed that some trails and parks along the Guadalupe River in Kerrville have now reopened.

Activist Terri Hall, who lives in the area, says other projects have been slow moving. She says the city of Kerrville has been fighting with Kerr County over who will be stuck with the bill for rebuilding.
