Texas Attorney General Ken Paxton says the state comptroller can exclude certain private schools from the new voucher program. Paxton says schools can be excluded if they violate state laws that ban support for foreign terrorist organizations or restrict certain foreign ownership.

Acting Comptroller Kelly Hancock asked Paxton last month whether schools that had hosted events for the Council on American-Islamic Relations or reportedly had ties to the Chinese government could be barred from the voucher program. Paxton left it up to the comptroller to decide whether a given school is ineligible.
