The Texas Rangers are investigating the death of a man arrested by Palmview police officers last month. Thirty-three-year-old Angel Vasquez Mendoza died on August 27th, several days after he was detained following a disturbance.

Officers reportedly took Mendoza to ER 24/7 in Mission on August 23rd for medical clearance, but he became unresponsive after he arrived. Police released Mendoza into the custody of the ER 24/7 staff, saying he would not face any charges.

Mendoza was intubated, but his transfer to Rio Grande Regional Hospital was delayed because the hospital had no ICU beds. The report does not say when he was actually transferred to the hospital.
