The San Antonio Water System is starting to talk about possible rate hikes. The city-owned utility estimates it will need to raise its revenues by nearly 42 percent over the next five years. The additional money would cover operating costs and capital expenses such as upgrades to wastewater treatment plants, pipe replacements, and new backup generators.

A consultant firm is expected to recommend rate hikes in January. SAWS trustees could vote on them in March, and then City Council will decide whether to approve them.
