The Texas House has passed a bill that would eliminate the STAAR test in public schools. State Representative Brad Buckley says this does not decrease accountability.

The once-a-year test would be replaced with shorter tests. They would be at the start, the middle and the end of the year. That way teachers and parents, he says, can track progress. But the plan faces an uphill battle in the Senate.
