The Texas Senate will need to give its final approval to a House bill that would keep cities or counties from holding gun buyback programs. Senators gave House Bill 3053 their preliminary approval on Monday.
Much of the debate centered on efforts by Republicans in recent legislative sessions to curb the power of city councils in the state’s biggest cities, which are often run by Democrats. State Senator Roland Gutierrez, a San Antonio Democrat, said state lawmakers are in charge of state dollars, but not city or county funds.
