State and local officials say a couple of factors are delaying the delivery of voter registration certificates.

The certificates are cards that Texas counties send to registered voters every two years. State law requires them to be mailed by December 6th, and some voters are starting to ask officials why they haven’t arrived yet.

Officials are blaming the delay on the state’s new voter registration system and the recent unusual mid-decade redistricting. Early voting starts on February 17th for the March 3rd primaries.
