A quorum break by Texas democrats is not stopping the State Senate from taking up bills related to this year’s deadly Hill Country Floods. The biggest, Friday, is legislation to require emergency sirens.

The bill by State Senator Paul Bettencourt orders the Texas Water Board to identify flood-prone areas. The local government will then be required to install the early-warning sirens, which will be paid for by state grants. At least 135 people died in last month’s flooding, which hit before dawn.
