A Wilmer city council member and the city’s acting police chief are facing charges after a racially-charged confrontation at a convenience store.
Council Member Moses Garcia is accused of threatening a Black man and using racial slurs during the July 22 incident, while Acting Police Chief Jesus Mancillas was arrested Monday for allegedly interfering with the investigation.
Police say surveillance video showed Garcia as the primary aggressor and investigators accuse Mancillas of taking control of evidence in the case. A Wilmer City Council meeting is scheduled for Thursday.
