The Texas Department of Public Safety is asking for help locating a convicted sex offender. Investigators say 29-year-old Cesar Soto-Bolanos has failed to meet state sex offender registry requirements.
The Edinburg man was convicted of indecency with a child by exposure in 2019. He is considered armed and dangerous, and a three-thousand-dollar reward has been offered for information leading to his arrest.
