Early voting has begun in Texas and, in addition to the candidates, there are a handful of ballot propositions. One is a constitutional amendment clarifying that a voter must be a United States citizen.
State Senator Brian Birdwell says that, by putting this in the constitution, it makes it harder to change in the future. Critics of the measure say it is redundant and unnecessary.
