By The Texas Department of Family and Protective Services is cutting its ties with a private Dallas-based foster care provider. The agency canceled its contract with Empower on Tuesday.
The moves comes four months after two children’s deaths and staffing problems at Empower prompted the state to place it into receivership. More than two thousand children in Empower’s care will be moved to two other contractors.
