A federal appeals court says the government is liable for damage to homes that flooded upstream of the Addicks and Barker dams after Harvey dumped several feet of rain on the Houston area in 2017.
A three-judge panel in the US Court of Appeals for the Federal Circuit ruled unanimously earlier this week in favor of a group of homeowners who had sued.
Many homeowners upstream from the dams didn’t know their neighborhoods were built within federally owned flood control reservoirs. More than a third of the 14 thousand homes in the reservoirs flooded.
