The Texas Department of Transportation wants to make sure the Rio Grande Valley can deal with a mass evacuation order. Tx-DOT’s Pharr district office joined with emergency management partners for a contraflow exercise yesterday.
Contraflow reverses direction on one side of the highway so traffic on both sides goes the same way. Contraflow would only be implemented through an order by elected officials, usually due to a natural disaster like a hurricane.
Interstate Two West and Interstate 69-C North would be the primary contraflow routes used during a mandatory evacuation.
