Texas House and Senate panels are advancing several bills in response to last month’s disastrous floods in Central Texas. Senate Bill 1 passed unanimously out of committee Friday, and takes a comprehensive approach that deals with early warning systems, emergency training, and volunteer response.

Another bill on its way to the Senate floor would establish a grant program for outdoor siren warning systems. The House won’t be able to pass the bills in the absence of a quorum, since dozens of Democrats fled the state to obstruct a vote on a GOP-friendly redistricting map.
