The July 4th No Refusal Enforcement Initiative kicks off today. Anyone who is pulled over and refuses to give a breath or blood sample can be taken to a medical facility to have their blood drawn. That sample can then be used to determine possible charges.

Hidalgo County D.A. Terry Palacios says previous no refusal campaigns have helped reduce impaired driving by 25 percent.
