The City of Donna could begin charging a fee to pet owners who decide to surrender their pets to the city animal shelter. Supporters of the fee say it will help cover the cost of caring for animals taken to the shelter, while opponents say it could discourage people from safely surrendering their pets.

People for the Ethical Treatment of Animals is one of the groups opposed to the fee. The proposal is set to be discussed at this evening’s city council meeting.
