A lot is being made about a ban on smokable hemp in Texas, which is caught up in the legal system.

Experts say the bigger story is about an increase in fees being paid by the smoke shops. Katherine Harris, at Rice’s Baker Institute, says those fees have gone up three-thousand percent.

The Department of State Health Services says the higher fees are needed to conduct inspections and carry out enforcement.
